Additional Resources on Fair Housing
There are several resources to help you with fair housing issues if you live in Danville. These agencies are here to assist you with your questions and concerns.
ECHO Housing
The Eden Council for Hope and Opportunity (ECHO) is a HUD-approved Housing Counseling Agency committed to reduce discrimination in housing through education and enforcement. ECHO’s primary objective is “to promote equal access to housing and provide support services to prevent homelessness and secure permanent housing to promote equity and opportunities for everyone." They provide the following services to residents in Alameda County, Contra Costa County, and Monterey County:
Fair Housing Services
Counselors conduct investigations and enforcement in response to reports of housing discrimination complaints.
Tenant/Landlord Services
Counseling Program provides information to tenants and landlords on rental housing issues such as evictions, rent increases, repairs and habitability, harassment, illegal entry, and other rights and responsibilities regarding the tenant/landlord relationship. ECHO has trained mediators to assist in resolving housing disputes through conciliation and mediation.

ECHO also provides online trainings and workshops on fair housing and related laws available here. If you have experienced or witnessed discrimination in housing, it is strongly encouraged that you contact ECHO at one of their program offices.
Bay Area Legal Aid
Provides legal advice to lower income community members facing illegal evictions, substandard housing conditions, discrimination, and wrongful denials of housing subsidies.

Contra Costa County
The County’s Affordable Housing Resources page includes local organizations that help with fair housing issues.
The County’s Housing Services Collaborative Brochure includes resources for tenants and landlords, including contact information for ECHO and Bay Area Legal Aid.
Housing Authority of the County of Contra Costa (HACCC)
The HACCC different types of housing programs including the Housing Choice Voucher (HCV) Program which is funded by the US Department of Housing and Urban Development (HUD).
HACCC administers the HCV Program and offers eligible families the ability to rent quality housing of their choice within the private market using federal funds. This program is also referred as the tenant-based Housing Choice Voucher or the Section 8 HCV Program.

The HACCC also administers the federal Project Based Voucher (PBV) Program which allows applicants to receive rental assistance while living in a specified privately-owner property. Through its PBV Program, HACCC currently offers rental assistance for specific units at over 38 properties.
